This is not the usual prepaid debit card. This
is an international debit card attached to a non resident bank
account.
Where this comes in handy is that anyone can qualify for the account
around the globe. You sign up and your relative/friend signs up
and you can then transfer money to each other's accounts.
Anyone 18 or over, with a physical address,
email address, and photo ID will qualify. Non US residents can
use a passport or national ID. The only applicants needing a SS
number are US residents.
A non resident bank account with ATM attached
to it also opens up all of the usual online ewallets for
international use - Paypal, Moneybookers, etc.
